    We are looking for a PL/SQL Data Engineer / Data Warehouse Consultant to work with the European Commission in Brussels

    The European Commission is the executive of the European Union. It operates as a cabinet government, with 27 members of the Commission headed by a President. It includes an administrative body of about 32,000 European civil servants.

    DESCRIPTION OF THE TASKS:
    • Architecture, design and implementation of the integration layer between backend
    • systems and secure messaging software
    • Provide expert advice on confidentiality, integrity, authorization, authentication, non-repudiation, availability
    • Assist the team to test and conduct periodic vulnerability and security risk assessments of the messaging and data transfer system
    • Provide comprehensive guidance and consulting for the optimization of the integration layer
    • Participate to the maintenance of technical specifications related to transport and messaging protocols and their implementation in software
    • Testing applications against Business requirement and specifications
    • Identification of bugs using exploratory testing


    Requirements

    LEVEL OF EDUCATION
    • Bachelor and master s degree on relevant field of interest
    KNOWLEDGE AND SKILLS
    Following skills and knowledge are required for the performance of the above listed tasks:
    • Good knowledge of the legal framework for the use of trust services: the Electronic Identification and Trust Services Regulation (eIDAS Regulation 910/2014/EC)
    • Good knowledge of open standards for service discovery: Business Document Metadata
    • Service Location (BDXL), Service Metadata Publishing (SMP)Good knowledge of testing tools:
    • SonarQube, Selenium WebDriver, Serenity, TestLink, JMeter
    • Good knowledge of message format standards: XML, XSD, XPATH, WSDL, JSON, JSON schema
    • Good knowledge of the Java platform: garbage collection strategies, memory spaces, class loaders, serialization, multi-threading, syntax and semantics of the Java language, APIs of the Java Development Kit
    • Good knowledge of databases, directories and transactions: SQL, LDAP, ACID, XA
    • Good knowledge of operations including networking, hardware and operating systems: TCP/IP, Linux, databases, directories, shell scripts, virtualisation, load balancers, reverse proxies, web application firewalls, HSM, TPM

    SPECIFIC EXPERTISE:
    Following specific expertise is mandatory for the performance of tasks:
    • At least 10 years of experience with PL/SQL (min. competence level 5)
    • SAML and OIDC experience, Authentication and Authorization, Cryptography, Web
    • Security - min. competence level 5
    CERTIFICATIONS & STANDARDS:
    Following certificates & standards are required for the performance of tasks:
    • Oracle Database: SQL Certified Expert
    • Oracle PL/SQL Developer Certified Associate


    Benefits

    • Location: Hybrid, needs to be located in Brussels
    • Daily rate: for 3 years (369 euro per day) 20 years (620 euro per day), candidates with more than 3 years of experience have different daily rate, depends the case.
    • Years of experience: 3+
    • Contract Duration: 1 year with Extensions up to 3 years
    • Application Deadline: Feb 19, 2023


    Must Have: Excellent knowledge of MS Sharepoint Excellent knowledge of Jira SDLC or Azure DevOps Excellent knowledge of the PowerApps Portal Experience in Solution design, solution development and configuration on MS SharePoint Online Proven record in designing and delivering end-to-end business solutions implemented across multiple components, platforms and technologies (both cloud and on-prem); Experience using agile software development methodologies (i.e. Kanban, Scrum and other lean techniques); Experience working with key users in a fast paced and changing business environment to design and develop software that meets business needs. Experience of the full development lifecycle of complex large scale and multi-user applications. Capacity to assist the support team in training the users of the system. A strong technical background, specifically the delivery of complex software systems. Knowledge in IT Service Management and/or Risk frameworks, and/or international standards.
